Hope Babcock is a 2022 Haub Visiting Scholar.  She is also a Professor of Law and Director at the Institute for Public Representation Environmental Law Clinic at Georgetown University. She has dozens of publications, including a forthcoming one in the Syracuse Law Review on the Public Trust Doctrine. She is currently working on a piece examining President Trump's recent issuance of a presidential permit for US-Canada border facilities to enable construction of the Keystone XL Pipeline.  Another longer-term project of interest to Babcock is putting together her six public trust articles in a book that examines the remarkable resilience of the doctrine in an era of over-codification of policy preferences. She received her BA from Smith College and her LLB from Yale.
