State & Regional Climate Initiatives (LAW 913B)

This course compares how state and local legal systems are responding to global warming problems and other manifestations of global climate change.  The evolution of state, local, and regional climate change programs in the absence of comprehensive federal legal structures will be explored.  The course will examine state, local, and private party approaches, including the evolving statutes, regulations, and court decisions.  The course will cover the different roles played by government agencies, the judiciary, and citizen groups in the development, implementation, and enforcement of these new programs.
