Ryan Naples

Ryan Naples currently serves as the Legislative Counsel at the New York State Department of Labor.  He was appointed to this role by Governor Andrew M. Cuomo in 2015.  Ryan’s diverse workload ranges from policy development, legislative monitoring and lobbying to regulatory drafting and review.  He has helped shepherd bills that increased the minimum wage, enacted paid family leave, and reduced fees on businesses.

Ryan received his J.D. from Pace Law School, where he studied environmental law. As a law student, he served as an Article’s Editor on the Pace's Environmental Law Review and as a Legal Intern for the Pace Environmental Litigation Clinic.  He also received a B.A. in government and legal studies from Bowdoin College.

Since graduating from Pace Law School in 2008, he has spent the majority of the past 8 years working on issues related to state and local governments.  He served as the Deputy Finance Director and Director of Operations on Governor Andrew Cuomo’s 2010 campaign and in 2011, was appointed Deputy Legislative Counsel to the New York State Department of Environmental Conservation.  He next served at the New York State Department of Labor as the Deputy Special Counsel for Intergovernmental Affairs and from 2013 to 2015, he was a government affairs consultant.  

Ryan is a Core Group Member of the Carroll Gardens CSA in Brooklyn, NY, where he lives with his wife and son.
