Ryan Naples is the Deputy Director of Tech:NYC. Before that he worked at Lyft as a Senior Public Policy Manager where he developed and executed Lyft’s legislative, regulatory, and political strategy in New York State and the northeast region. He previously served in government and on campaigns for over a decade. He was most recently Governor Andrew Cuomo’s Assistant Secretary for Legislative Affairs where he advocated on behalf of the Governor for congestion pricing, an AI task force, fintech regulations, and other technology issues.

He also served the Governor as his Legislative Counsel at the New York State Department of Labor where he helped shepherd bills that increased the minimum wage and reduced fees on businesses. Before that he was the Deputy Legislative Counsel at the New York State Department of Environmental Conservation where among other things, he managed the state’s energy portfolio. Before, during, and after law school, Ryan began his career working on state and city campaigns.

Ryan received his J.D. from Pace University School of Law where he has been an adjunct professor since 2017, teaching a course on legislative and regulatory processes. He also received a B.A. in government and legal studies from Bowdoin College. Ryan is a Core Group Member of the Carroll Gardens CSA in Brooklyn, NY, where he lives with his wife and two sons.
