PACE@Pace: A Property Assessed Clean Energy (P.A.C.E.) Financing Symposium

Held on April 23, 2010, the Pace Energy and Climate Center, this one-day symposium will focused on the recent New York State PACE enabling legislation, as well as the technical challenges municipalities face in establishing a PACE financing program. Panels will address how PACE is structured within municipal finance law, program technical requirements, methods of funding, and present case studies of existing PACE programs. Special attention will be paid to the involvement of federal funding, capital markets and other sources of credit enhancement.

Steve Frenkel joined Renewable Funding LLC as its director of the Midwest region in February 2010. Frenkel filled a newly created role within Renewable Funding, which designs, finances and administers property assessed clean energy (PACE) programs. He works with state and local governments, businesses and other entities throughout the Midwest to establish PACE programs tailored to the needs and priorities of the region. Prior to Renewable Funding LLC, Frenkel served as chief policy advisor to the Illinois Environmental Protection Agency (EPA). As chief policy advisor, He helped develop a regional greenhouse gas reduction program for the Midwest. As deputy chief of staff in the Illinois State Governor's Office, he directed the state's energy, environmental and economic development policy. While there, he also initiated the state of Illinois' membership in the Chicago Climate Exchange and the purchase of renewable energy to supply state facilities with 100% wind power.
