Rosemarie Noonan, Esq. is the Executive Director of the Housing Action Council a not-for-profit organization based in Tarrytown, NY that assists not-for-profit organizations, municipalities, and developers to expand housing opportunities for families of modest means, primarily in the mid-Hudson Region but also in New York City and Long Island.
For the past 25 years, Ms. Noonan has provided assistance to municipalities to design and implement affordable housing programs, including inclusionary zoning ordinances, secured public and private financing for affordable housing developments, assisted in the development of over 3000 affordable units, including site acquisition, obtaining zoning and planning board approvals, and managed the City of Yonkers Affordable Housing Office which is responsible for the implementation of a housing desegregation order. In addition, she manages the Community Housing Resource Center.
Ms. Noonan has written numerous articles on affordable housing and is a presenter in the Land Use Leadership Alliance – Housing Training Program sponsored by the Land Use Law Center.
She is a graduate of Pace Law School and received a MA in Government from Georgetown University and a BA in Political Science from Trinity College in Washington, DC.
